Systematic Inc. and ScenarioAI partner to advance wargaming and decision-support capabilities

Advanced wargaming system leverages artificial intelligence (AI) & machine learning (ML) to create complex, multi-domain scenarios for warfighters

Wargaming is a key component in evaluating mission readiness, identifying capability requirements and conducting force development. By simulating aspects of warfare at the tactical, operational, and strategic level, wargaming provides an opportunity to educate commanders, assess force planning, develop concepts and doctrine and train forces for diverse scenarios.

Systematic Inc. and ScenarioAI Ltd are collaborating to deliver a next generation wargaming system for military forces, leveraging AI and ML to rapidly create complex, multi-domain operational scenarios. The partnership integrates Systematic’s SitaWare Headquarters, the industry leading command and control software, with ScenarioAI’s Integrated Data-Enabled Analysis (IDEA) tool, enhancing the tool’s advanced scenario-generation capabilities.

Systematic Inc and ScenarioAI will showcase this capability during the Association of the United States Army (AUSA) trade show in Washington, DC on October 13-15. ScenarioAI will be conducting demos of the IDEA tool in the Systematic Inc. booth, number 8001.

“Providing warfighters with realistic, fully immersed scenarios is an invaluable training tool that was previously unattainable,” said Andy Roberts, Director of Strategic Capture for Systematic Inc. “The synergy between IDEA’s cutting-edge scenario generation and the robust command and control capabilities of SitaWare Headquarters is what sets this collaboration apart. Together, we are delivering an integrated solution that enhances decision superiority and operational effectiveness for both current and future force requirements.”

A unified solution for next gen wargaming

In July 2024, Systematic Inc and ScenarioAI demonstrated an integrated solution for NATO’s Next Generation Modelling and Simulation, Common Synthetic Environment for Multi-Domain Operations. Building on the successfully demonstrated capabilities to NATO, the teams achieved technical integration that enabled IDEA’s database to seamlessly populate SitaWare Headquarters with scenario data. This integration creates a powerful ecosystem for operational planning, wargaming, decision support, iterative simulation and operational analysis.

“IDEA transforms scenario creation by fusing expert-curated datasets with AI/ML tools, enabling military and commercial operators to design, adapt, and test scenarios in real time and repeatedly through simulation,” said Gordon Pendleton, co-founder of ScenarioAI. “The secure-by-design IDEA system not only accelerates scenario development, wargame execution and decision-making but also reduces costs and resource demands traditionally associated with wargaming.”

IDEA’s unique capabilities allow users to:

  • Rapidly generate complex multi-domain scenarios

  • Interweave force structures, infrastructure, and geophysical objects into AI-created “Road to War” and scenario documents

  • Automate the production of intelligence assessments, operational reports, and planning aids

  • Populate simulation and decision-support tools with customer-defined digital environments

  • Create credible and challenging opposing forces based on realistic force structures and doctrine

  • Develop credible Course of Actions using SitaWare Headquarters’ Sync Matrix

Showcasing the joint capability

The partnership was on display in April 2025 during the Modern Day Marine tradeshow in Washington, DC. Systematic Inc invited ScenarioAI to showcase the joint capability in their booth at the event. The concept drew strong interest from both military and commercial leaders. Attendees highlighted how the solution can inform multi-billion-dollar operational and investment decisions at a fraction of the traditional time and cost.

The positive reception at Modern Day Marine validated both the strength of the collaboration and the market’s readiness for fast, data-driven scenario creation and integration. The partnership underscores a shared commitment to innovation, trust, and delivering mission-critical capabilities to defense and commercial customers worldwide.
